Re: Issuance of Revised Campus Academic Personnel Manual (CAPM) 101.000 – Waivers of Open Recruitment for Senate Faculty Positions
Dear Colleagues:
I write to issue revised campus academic personnel policy 101.000, effective immediately.
The changes include:
- Wording changes—Changes underscore the exceptional nature of waivers of open recruitment, and the significant evidence required to make a compelling waiver request.
- Appealing denied waiver requests—New language clarifies that denials may not be appealed unless there is a significant change in circumstances or a procedural error, as determined by the VPAA.
- Delegated CP/EVC authority—Conforming changes are made to reflect the October 9, 2020 delegation of authority from the chancellor to the CP/EVC to approve or deny waivers of open recruitment for Senate faculty.
In response to feedback received from the academic senate, the policy will not be amended to streamline the review process for spousal/domestic partner waivers as proposed. I wish to clarify that the proposal did not reflect any doubt on the administration’s part about the value of the senate consultation process for waivers of recruitment. Indeed, spousal/partner hires are reviewed three times by the academic senate—during the FTE Call review, during the waiver review, and again during the appointment dossier review. The rejected proposal sought to condense the process into two steps in order to gain efficiency on time-sensitive recruitments. Based on a recommendation from the Senate Committee on Planning and Budget (CPB), the administration will follow up with CPB on specific cases where the timeline has led us to lose top candidates, as we seek to support departments with their recruitments.
