RE: Systemwide Review of Proposed Revised APM 285, Lecturer with Security of Employment Series and Related Policies (APM 210; 133; and 740)
Dear Colleagues:
The University invites comments on proposed revisions to four sections of the UC Academic Personnel Manual pertaining to the Lecturer with Security of Employment (LSOE) title series. Please facilitate this formal review and comment process by consulting with senate faculty in your division, department, or program, and consider adding as a discussion item at faculty meetings in spring quarter.
The proposed revisions aim to clarify the important role played by faculty in the LSOE series. The revisions are based upon the recommendations of multiple systemwide faculty and administrative working groups, and were circulated for management consultation from October to December 2016. The revisions bring the series more in line with the ladder rank professorial series, while clarifying the differences in responsibilities and review criteria.

Key Policy Revisions
Academic Expectations and Evaluation. The description and criteria are enhanced to include expectations for teaching excellence, student learning, and innovation; as well as professional and scholarly achievement, especially as they relate to instruction and pedagogy. The policy contains additional detail on expectations and documentation.
Title. The series is formally renamed Teaching Professor. Inclusion of “professor” in the title is consistent with the professional and scholarly achievement and activity requirement for appointment or promotion in this series. The title change is also intended to eliminate confusion with the AFT represented title “Lecturer”.
Security of Employment. The concept and privileges related to “security of employment,” as defined in Regents policy, remain in place. Similar to tenure, security of employment is awarded at the Associate Teaching Professor and full Teaching Professor ranks.
Sabbatical. Revisions to APM 740 grant appointees to the Teaching Professor series eligibility for sabbatical credit accrual and sabbatical leave equivalent to ladder-rank professors.
Rank, Step, and Salary Advancement. A new Teaching Professor salary scale is established, with ranks, steps, salary, and advancement periods equivalent to the ladder rank professorial series. An eight-year limit on service before promotion applies to the Assistant Teaching Professor title. Reviews for advancement to Teaching Professor, Step 6 and Above-Scale require overall career reviews modeled on criteria established in the professorial series.
Limits on Use of Title. Proposed revisions grant the Chancellor authority to establish, in consultation with the Senate, a quota on the number of appointments in this series at the campus, division, or departmental level.
Implementation
Should the policy revisions be adopted, the campus will have one year to develop and implement a transition plan for current incumbents of the LSOE series. Such transition plans will be coordinated by the Office of the President systemwide in consultation with the campus administration and the Senate.
